Karnataka readies a Responsible AI draft for state systems by month end

Karnataka's AI Cell says a draft Responsible AI policy is ready and should go public by the end of August, project director Shreevyas H.M. told an AI Mantana session, The Hindu reports. The draft, reviewed by two sub-committees under a Kris Gopalakrishnan chaired state committee, covers governance, sensitive data handling, model security, and cross-department coordination for government systems. Officials are also testing Kayaka, a secure staff tool for drafting, Kannada-English translation, and OCR, while warning officers not to paste confidential files into public chatbots. Karnataka chief minister D.K. Shivakumar met an Anthropic delegation to explore a long-term partnership covering governance, higher education, healthcare, research, and the state's startup base, The Economic Times reported. Talks include Claude certification under the NIPUNA skilling push, a possible 100-day roadmap with milestones, and subsidised Claude access for institutions such as VTU. The outreach follows plans for India's first government-led AI university and incubation centre, with IT minister Priyank Kharge helping convene global AI firms. Eleven industry and patient groups have urged Health Minister J.P. Nadda to rethink the draft Drugs, Medical Devices and Cosmetics Bill, 2026, arguing it still regulates medical devices, including AI-enabled diagnostics, as if they were pharmaceuticals. The Economic Times reports their August 8 letter objects to drug-style labels such as adulterated or spurious and to one-to-seven-year prison terms for labelling or engineering lapses even when no patient is harmed. Associations want a standalone Medical Devices Act, an independent regulator, and risk-based enforcement closer to FDA and EU MDR practice. The draft is in inter-ministerial consultation, so the final statute could still change.
India's Supreme Court on Thursday asked the Centre to consider suggestions for binding guidelines on AI ethics, transparency in surveillance and content moderation, algorithmic impact assessments, and human oversight of high-risk government systems, The Economic Times reported. A bench led by Chief Justice Surya Kant disposed of the PIL without ruling on the merits, saying the issues sit in a technical policy domain, and told the petitioner to send the writ as a representation. That matters as courts keep pushing AI governance toward MeitY. The caveat is that the order creates no new statute yet, only a duty to consider the representation.
A Nature paper by Kasirzadeh and Gabriel, published Aug. 12, proposes agentic profiles that score AI agents on autonomy, efficacy, goal complexity, and generality. Each axis, they argue, raises different design and oversight questions, helping developers and policymakers separate narrow assistants from highly autonomous general-purpose systems. The taxonomy aims to make governance debates less one-size-fits-all as agents gain tools and longer horizons. That matters while regulators lack shared agent-risk vocabulary. The caveat is that a taxonomy alone creates no enforceable thresholds or audits.
